Time is really tight.
I’ve mentioned it a lot in the past few weeks: the current parliamentary session is expected to end in April. Now there’s some speculation that ministers might be forced to drop some legislation to get the rest of it through before then.
The chancellor’s Spring Statement is around the corner.
It’s coming the week after next, at a critical time: with the impact of the Ukraine crisis, Rishi Sunak will be under pressure to offer help with rising energy costs and to boost defence spending.
And seemingly every private members’ bill under the sun is scheduled for Friday.
As usual, only a couple will actually be heard.

Dissolution and Calling of Parliament Bill – consideration of Lords amendments
Applies to: England, Scotland, Wales, Northern Ireland
Repeals the Fixed-term Parliaments Act, scrapping five-year Parliaments and returning to the pre-2011 process where the prime minister can call an election at any time.

Sets out a new system for how professional qualifications gained abroad are recognised in the UK. Establishes in law the sentience of vertebrate animals. Also creates an animal sentience committee to report on whether government policymaking is taking into account the fact that animals are sentient beings capable of feeling emotions and pain. Started in the Lords.

Economic Crime (Transparency and Enforcement) Bill – consideraton of Lords amendments
Applies to: England, Wales, Scotland, Northern Ireland
Creates a public register listing foreign owners of UK property. Reforms unexplained wealth orders (requirements for certain people to explain the origin of their assets) with the aim of ensuring law enforcement can take more effective action against criminals who launder money in the UK. Strengthens sanctions legislation with the aim of deterring and preventing breaches of financial sanctions.

Quad Bikes Bill
Requires quad bike riders to wear helmets when riding on public roads, among other things. Ten minute rule motion presented by Judith Cummins.

Healthcare (Delayed Discharges) Bill
Aims to tackle “bed blocking” (when patients occupy hospital beds that they don’t strictly need) by speeding up the transfer of patients who are fit for discharge from acute hospitals to homely settings in the community. Ten minute rule motion presented by Andrew Murrison.

Button Batteries (Safety) Bill – 2nd reading

Dogs (Protection of Livestock) Bill – 2nd reading
Requires dog owners to pay full compensation to farmers if livestock are killed in dog attacks. Currently a convicted dog owner can only be fined £1,000. Social Media Platforms (Identity Verification) Bill – 2nd reading

United Kingdom Atomic Energy Authority Pension Transfers (Parliamentary And Health Service Ombudsman Investigation) Bill – 2nd reading
Enables the Parliamentary and Health Service Ombudsman (a body which investigates complaints about government departments) to investigate advice and information given by the government about transfers of pensions from the UK Atomic Energy Authority schemes to the AEA Technology pension scheme. AEA Technology was formed in 1996 when an offshoot of the Atomic Energy Authority was privatised. Employees were given a choice of two new pension schemes, which they were told would be at least as good as the old one, but some have said the difference in risk was not made clear. Ministerial Disclosure (Fixed Penalty Notices) Bill – 2nd reading

Social Housing (Emergency Protection of Tenants Rights) Bill – 2nd reading

Energy Pricing (Off Gas Grid Households) Bill – 2nd reading

Gives the Commonwealth Parliamentary Association corporate status and certain other privileges and immunities. Private members’ bill presented by Ian Liddell-Grainger.
Child Criminal Exploitation Bill – 2nd reading
Makes involvement in child criminal exploitation an aggravating factor in sentencing for drug supply, production, importation and money laundering offences, meaning a stricter sentence is likely. Rule of Law (Enforcement by Public Authorities) Bill – 2nd reading

Applies to: England, Wales, Scotland, Northern Ireland

Places a duty on the Prison and Probation Service and private prison operators to minimise violence in prisons. Private members’ bill presented by Grahame Morris.
Planning and Local Representation Bill – 2nd reading
Applies to: England and Wales
Aims to improve the process of creating development plans (documents written by local planning authorities setting out how an area should look in the future). Gives people who comment or object to them the right to take part in examination hearings (part of the independent scrutiny process). Requires public consultation on development plans. Gives local authorities the power to apply local design standards for permitted development and to refuse permitted development proposals that would be detrimental to the health and wellbeing of an individual or community. Pedicabs (London) Bill – 2nd reading

Abuse of Public-Facing Workers (Offences) Bill – 2nd reading

Copyright (Rights and Remuneration of Musicians, Etc.) Bill – 2nd reading

Aims to improve rights for musicians. Measures include splitting streaming revenues fairly between labels and artists (which is already the case for broadcast usage), as well as giving artists more information on the revenue generated by their work, and the ability to adjust existing contracts if the amount paid for work is found to be unfair.
